It's been a while since I looked at it, but the code is still available at GitHub. The app itself doesn't seem to work anymore, complaining about the Django version; I'll have to see what I can do about that.
It was partly designed as an exploration of how intuitive a ranked ballot could be; unfortunately, a few users had trouble figuring out how to use it. I also never got around to including a few important features; notably, I had wanted to show a more detailed description of each candidate while hovering over it.
I think it could still make sense for collecting ICE rankings, but I've since discovered arguments in favor of range voting instead. For best effect, I would recommend either a 5-star scale, or BoardGameGeek's 10-point scale with descriptions for each level.
