Yes, it is illegal for flocks to enter or occupy squares adjacent to each other, let alone enter into a dispute in the same square. There's no way for an opposing flock to form within the one-square zone around a given flock, because opposing dragons were expelled when the flock first formed, and cannot enter that zone thereafter. I'll go back and review the rules to see if there's any ambiguity that might allow that.
